Mid Term Review 2007 of the Primary Education Sector Programme in Bangladesh. In 2007 SPM staff formed part of the international external evaluation team for the Mid Term Review 2007 of the Primary Education Sector Programme in Bangladesh, PEDP-II. The team consisted of eight (8) experts that covered aspects such as policy coherence, planning and results-based management, financial management, institutional organisation, education training content, education infrastructure and textbook development. The SPM team member covered planning and results-based management and reported to the team leader and PEDP-II consortium in May 2007 (2007 MTR Review team on PEDP-II: RBM report, Schmidt, 8 May 2007).
Review of the monitoring frameworks of six sector programmes in Latin America. In 2007 SPM undertook a review of the results orientation and monitoring frameworks of six sector programmes in Latin America with Swedish participation – Nicaragua Health, Agricultural and Rural Development; Honduras Health, Education; Bolivia Education; Guatemala Health – for the Sida working group on Programme Based Approaches. The work included a review of key policy, strategic and reporting documents. Advisory for Sida’s Department for Natural Resources and the Environment on sector programme support. 2005-2007 SPM worked in an advisory capacity for Sida’s Department for Natural Resources and the Environment (NATUR) on international and Swedish experiences from working with sector programmes in the Agricultural and Rural Development sectors (ARD). The work has included co-operation with the Swedish Embassies in Managua and Maputo, as well as separate comparative studies on programme Memorandum of Understanding (MoU) and monitoring mechanisms.
